2015中国·柳州 第五届国际内河帆船赛竞赛通知 2015年10月15日至18日 指导单位： 国家体育总局水上运动管理中心

1.规则 1.1 比赛遵循国际帆联2013-2016年国际帆船竞赛规则（RRS）所界定的帆船竞赛规则。 1.2 国家/地区管理机构的规定不适用本次比赛。 1.3 本届赛事竞赛通知和竞赛细则及其之后的更改。 1.4 因规则语言版本引起的争议，则以英文版本内容为主。
2．广告 组委会将按照国际帆联(ISAF)章程 20 条的规定在参赛船船体及帆面上张贴由组委会选定和提供的广告。参赛队不得在赛船上展示其它广告内容，除非事先得到组委会书面确认。
3. 资格和报名 3.1 比赛对本地和国际水手(船队)开放，参赛者可以是国家队，城市队，俱乐部或船东，并以俱乐部或帆船队为单位报名参赛。 3.2 报名参加比赛的赛队每队可报领队和队员共计最多６名。 3.3 报名时间为：即日起-2015年8月20日，赛会接收报名赛队数量为28支（欢迎赛队自带同级别帆船参赛）。在2014年中国柳州国际内河帆船赛中进入金组的赛队自动获得本届帆赛的参赛资格。 3.4 比赛时每条船任何时刻必须保持不少于3名但不超过5名船员。上船参赛人员总重不得超过360Kg。各队在报名时需要如实提供各船员体重，赛前组委会也将为各个赛队队员称重。另外组委会有权利根据情况统一给各队的赛船上派遣经过配重调平的第六人作为体验者。 3.5 各参赛队请于2015年8月20日之前将报名表、船长照片及介绍、船队成员合影及500字左右的赛队文字介绍发邮件到：2015team@ssyth.com。 3.6 各参赛队以完成报名费支付和收到赛事组委会的确认邮件或传真后，才能确认已完成报名参赛。 3.7 所有参加本次比赛的运动员将自动同意主办机构及其赞助商根据需要在赛事期间及之后制作、使用和展示平面及各类多媒体制品（包括直播、录播和电视电影等）时无偿使用其姓名、肖像和其他资料。
4.比赛项目 比赛的项目与级别如下： 此次比赛采用场地航线赛和长距离赛两种竞赛模式，设立J80统一设计级龙骨帆船比赛级别，预计参赛队伍为28支。根据参赛队伍报名情况，赛事组委会保留增加参赛队伍数量或增加赛事级别的权利。 有关“J80”龙骨帆船的介绍，请查阅网页： http://www.jboats.com/j80/j80dimensions.htm。
5.费用 5.1 每个参赛队交报名费5000 元人民币（包括船只使用费、参赛期间的住宿和餐饮等）。经过组委确认获得参赛资格的队伍，最迟需于2015年9月15日前将报名费汇入组委会指定账户（如果不能按时交纳报名费的赛队将会自动失去参赛资格）；若参赛队在9月30日（含）前因故退出，则报名费将被退还；若参赛队在9月30日之后提出退赛，则赛事组委会将不会退还赛队报名费。 5.2 各队报到时需缴纳器材使用押金4000元（必须人民币现金或等额外币现金支付）。 5.3 本次赛事各支参赛队伍在柳州参赛期间的住宿和餐饮都将由赛事组委会和赞助商来安排和提供。 5.4 参赛器材为组委会统一提供的J80，赛队可在10月15日起领取比赛器材。如需提前抵达并租赁船只训练，可联系组委会在10月15日前安排相应的赛前训练，J80使用租金是1500元/天。 5.5 10月15日之前抵达赛场和10月18日之后继续停留的队伍需自行承担相应食宿费用。
6.预赛和决赛 6.1 组委会将对全部报名船队进行分组，其中船上含一名或以上帆船运动员的赛队分入专业组，船上没有任何帆船运动员的赛队分入业余组，每组接受报名数量为14支。 特别注明帆船运动员定义是：不论现役或退役，曾在中帆协注册过或担任过帆船帆板专业运动员的都是。欢迎各赛队届时相互监督。 6.2 2014年比赛中进入金组的赛队自动获得今年参赛资格，但今年将根据各队的情况被自动分入专业组或业余组。分组一旦确定，各赛队不得以此作为抗议的理由。 6.3 通过预赛决出每组的名次，其中专业组的前10名和业余组的前4名将进入金组，剩余队伍进入银组。 6.4预赛计划进行5-6轮航线赛。 6.5进入决赛的金组队伍，将进行5-6轮系列赛（包括航线赛和长距离赛）角逐金组冠军。长距离赛作为系列赛的一轮计成绩。 6.6银组将进行航线赛，最终确定银组名次。
7.日程安排 7.1 比赛日程如下： 2015 年10月15日9点－15点之间，各队在指定大赛现场报到及抽签。报到时参赛队需要完成如下事项： 7.1.1．交付器材使用押金4000元。 7.1.2. 参加器材抽签，到码头领用并签收各自的赛船。 日期／时间 | | 2015-10-15 星期四

7.2 10月18日15点00分以后不再发出比赛预告信号。
8.丈量 各参赛队伍不得随意更换、变动组委会提供的统一设计组别器材的任何部件，赛事不接受各种自带器材参赛；如有需更换损坏的器材，须向竞赛委员会提出书面申请，将损坏的器材和待更换的新器材交给丈量委员会检查并获得同意后方可使用或更换。仲裁委员会可以对这样的器材更换给予最终意见。
9.航行细则 各个赛队在完成现场报名后，将获得由组委会提供的竞赛航行细则。
10.场地 比赛区域是广西省柳州市内约50公里的柳江水域。附录 A 是比赛水域的示意图。
11.航线 长距离赛航线为组委会设定的起终点线之间的比赛路线；航线赛为迎尾风航线，具体见航行细则。
12.惩罚办法 12.1 规则 44.1 更改为将转动两圈惩罚变成一圈。 12.2 仲裁委员会的裁决为最终裁决。 13.计分 13.1 采用帆船竞赛规则附录A之低分计分法。 13.2 预赛的成绩不带入决赛。 13.3 预赛至少完成1轮成绩才能有效，如果比赛少于5轮，则各赛队成绩就是其所有完成的竞赛轮成绩的总和。 如果完成5轮或5轮以上则去掉一轮最差分数。 13.4 决赛至少完成1轮成绩方为有效，如果比赛少于5轮，则各赛队成绩就是其所有完成的竞赛轮成绩的总和。如果完成5轮或5轮以上则去掉一轮最差分数。
14.工作艇 各工作艇、媒体船等辅助艇在第一轮比赛的预告信号发出之后直至所有船只都冲过终点之前的时间里，或者竞委会在发出全召或者放弃信号之前，必须避开比赛区域。
15.泊船 参赛船只必须在组委会指定的位置停靠。
16.吊船限制 在赛事期间需事先得到竞赛委员会书面许可方能将船吊离水面。
17．潜水装备与塑料浮圈 从第一场比赛的预告信号开始直到整个赛事结束期间，不允许在船周围使用潜水呼吸器与塑料浮圈或类似装备。
18.无线电通讯 18.1比赛期间，每个队伍需自带手持海事通讯电台。各赛队需要全程守听竞赛委员会官方频道VHF72，备用频道VHF77。除非遇到紧急状况或竞赛细则允许的前提下，各参赛队禁止使用无线电通讯设备对外进行联系（此限制也适用于移动电话）。 18.2若参赛队没有自备海事电台，可向组委会租用，租金500元，押金1000元。
19.奖励 比赛取总分前 3 名颁发奖杯、奖金和成绩证书，其余则颁发参赛证书和奖金。 奖金： 冠军奖金 RMB20000元 亚军奖金 RMB15000元 季军奖金 RMB10000元 第四名至第八名各参赛队将依次获得6000元、5000元、4000元、3000元和2000元参赛奖金 第九名至第二十八名各赛队颁发参赛证书。
20.安全 当比赛开始前，赛事指挥船上升起Y旗后，所有参赛选手在水上时必须穿戴救生衣，否则其所在赛队将被取消成绩；干式或湿式航海服不能被视作充分的个人救生设备。
21.免责声明 参赛选手须自己承担参赛的风险和责任。见规则RRS4－决定参赛。组委会不对赛事期间可能发生的任何人员伤亡，器材损坏和丢失负责。
22.保险 每个参赛队员必须自行购买并持有保额至少50万元的人身意外险方能参赛，请在报名时提交各赛队的保险证明的原件或复印件给组委会验证。

15 October – 18 October 2015

1. RULES
1.1The regatta will be governed by the rules defined in International SailingFederation 2014-2016 International Sailing Competition Rules (RRS).
1.2No national authority prescriptions will apply.
1.3Announce the notices of race and sailing instructions by the regatta.
1.4 J/80 Class rules will apply to changing of the boat. Safetygear requirements in the class rules will not apply.
1.5 When there is aconflict or change between Chinese and English version of the regatta, Englishversion shall prevail.
2. ADVERTISING 2.1 Boats are required to display advertising chosen by the organizingcommittee in compliance with ISAF Regulation 20. Teams should not show otheradvertising content on the sail boat, except with the prior writtenconfirmation of the organizing committee.
3. ELIGIBILITY &ENTRY 3.1 The regatta is open to local and internationalsailors and clubs, teams could be organized by nations, cities, clubs and boat owners. 3.2 each team, including leaders and members, can apply for a maximum of 6 people. 3.3 Registrationtime: from now on to August20th, 2015.The organizing committee will receivethe registration of 28teams (agreed with race teams bring the sailing boat of the same class). The registration will be inaccordance with the order until fulfilling the quota. For those teams who were competing inthe Gold Group in 2014 race, they will secure their berth this yearautomatically. 3.4 Every boat must be maintained not less than 3but not more than 5 of the crew at any moment in the race. Participants shallnot exceed 360Kg oftotal weight. Each team will be weighed at the timeof registration (please bring the entire team). Any crew substitutions need tomake sure weight is checked with the committee prior to sailing. Inaddition, the organizing committee according to the situation, there will beunified to send a weight-adjusted sixth man as experience on the boat. 3.5 Final Registration Form together with the photo and introduction of the skipper,photos with all crews and the skipper in it, introduction of your team (With500 words) shall be received by organizing committeeno later than August 20th 2015. Above documents shall be sent to 2015team@ssyth.com. 3.6 Each team needs to complete the registration fee payment and received theconfirmation e-mail or fax from theOrganizing Committee, in order to confirm the registration. 3.7 By participating in the regatta, a competitorautomatically grants to the organizing committee and its sponsors the right inperpetuity to make, use and show, from time to time at their discretion, anymotion pictures and live, taped or filmed television and other reproductions ofthe athlete during & after theperiod of the competition without compensation.
4.EVENTS 4.1 The regatta will use two models ofShort Course and Distance Race, the class will be theInternational J/80 Class. The race committee reserves the right to add moreteams or more class according to the situation.

5. FEES 5.1 Entry fee for each team is RMB 5,000 (Including fee of boat chartering, food and accommodationetc.). The teams shall remit the entry fee to nominated bank before 15thSeptember 2015. If the team bows out before 30thSeptember,the entry fee will be refunded. The organizing committee will not refund theentry fee after that time limit. 5.2 Paying for refundable damagedeposit areRMB 4000 in cash(Or equal foreign currency). 5.3 Accommodation and meal of the participatingteams is provided by the organizing committee and sponsors during the regattain Liuzhou. Allthe teams need to wear the clothing provided by theorganizing committee in the opening / closing ceremony. 5.4 The teams will receive J80 boats provided byorganizing committee on 15 October. Ifthe teams need the boats before 15 October forpracticing, the charge willbe RMB 1500 per day. Pleasecontact with organizing committee for training before the race. 5.5 The teams need to cover their own cost if they arrive earlier thanOct 15 or leave later than Oct 19.
6. QUALIFYING &FINALS 6.1 The organizing committee divides 28teams into ProfessionGroup (PG) and Amateur Group (AG)accordingly, each group will have 14 teams. Those teams with at least oneprofessional sailor in the crew will be listed in Profession Group, otherwisewill be in Amateur Group. The term “profession sailor” here means the sailorhas registered in Chinese Yachting Association, no matter he or she is activeor retired. 6.2 Those teams who were competing in the Gold Group last year, will securetheir berth this year automatically, but split by organizing committee. No team can protest thesplit. 6.3 Afterqualifying races,from1st place to 10th place in profession Group and from 1st to 4thin Amateur Group will be sent into Gold Group, the rest will be sent intoSilver Group. 6.4 Qualifying race willhave 5-6 races in series with race format is windward-leeward fleet race. 6.5 Gold group will have 5-6 round of races in the finalsincluding windward-leeward & distance races. 6.6 Silvergroup will have windward-leeward & distance races in their final.

7.2Warning signal will not be made after 15:00 PM on 18 October.
8. MEASUREMENT Unified design equipment by organizingcommittee should not be replaced or changed. After submitting a written applicationto committee, substitution of damaged equipment would be checked by the chiefmeasurer. Such substitution will be subject to the approval of Jury.
9. SAILING INSTRUCTIONS The Sailing Instructions will beavailable at registration.
10. VENUE Racing area will be located the waterarea of Liujiang river about 50kmin Liuzhou, Guangxi Autonomous Region. Appendix A shows the location of the racing area.
11. COURSE The organizing committee will set qualifyingcourses in front of the Riviera Yacht Club or Jin Sha Jiaoon the first day and in front of Jin Sha Jiao on following days. Courses will be provided in the sailinginstructions.
12. PENALTY SYSTEM 12.1 Rule 44.1 is changed as Two-TurnsPenalty is replaced by the One-Turn Penalty. 12.2 The decisions of the Jury will befinal.
13. SCORING 13.1 Using low scoring method of RRSin appendix A. 13.2 Qualifying results will not be carried into the final. 13.3 Qualifying must be completed at least one race, the scores can beeffective. If less than five races have beencompleted, the series of each boat will be the total of his race scores of allcompleted races. If five races or more havebeen completed, then his races scoreswill the total scores excluded one of his worst score in the series. 13.4 Finalsmust be completed at least one race, then the scores can be effective. If less than five races have been completed, the series of eachboat will be the total of his race scores of all completed races. If five races or morehave been completed, then his racesscores will the total scores excluded one of his worst score in the series.
14. SUPPORT BOATS Staffs, media and other supportpersonnel, with their boat, shall stay outside areas where boats are racingfrom the time of preparatory signal for the first-round race to start, untilall boats have finished or the race committee signals a general recall orabandonment.
15. BERTHING Boats shall be kept in their assignedplaces in the organizing committee.
16. LIFTING RESTRICTION Boats many not be lifted out of thewater.
17. DIVING DEVICES & BOTTOM SCRUBBING MATERIALS From the firstwarning signal until the end of theregatta, it is not allowed to use Scuba, lifering or anything similararound the boat. If a boat has a problem that someonewould like to check, please contact race officer and they will check for you. Removal of anyobstruction off the keel or rudder is fine.
18. RADIO COMMUNICATION All the teams need to keepmonitoring the Race Committee official channels VHF72 and alternative channel is VHF77 during the event. Unless inan emergency or race conditions permitting, each team prohibits use the radio for external contacting (This restriction alsoapplies to mobile phone). Race Committee will notify in English and Chinese anyindividual recalls, shortened course, change in A/B or Gold and Silver fleetbut Visual signals on the committee boat will be the primary signal. Competitorsmay notify Protests via Radio after the finish of a race or notify any intentof retiring or breakdown. All other communication should be done by the RaceCommittee to the competitors. If team doesn’t have their own VHF marine radio,they can rent one from RC, and they need to pay renting fee RMB 500 and depositRMB 1000.
19. PRIZES Medals, prizes and record certificatesof result will be award to top 3 positions in the regatta. Prizes and acecertificates of result will be awarded to the others. First Place: 20000RMB Second Place: 15000RMB Third Place: 10000RMB The 4th to the 8th place: 6000RMB, 5000RMB, 4000RMB, 3000RMB, 2000RMB The 9th to the 28th place will award race certificates.
20. SAFETY When flag Y is displayed ashore or on the RCboat before the race, all competitors mustwear the personal life jacket, otherwise their team will be disqualified. Wet ordry sailing clothing could not be regarded as the personal life-saving device.
21. DISCLAIMER OFLIABILITY Competitors participate in the regattaentirely at their own risk. See rule RRS4, Decision of Race. The organizingcommittee will not accept any liability for material damage or personal injuryor death sustained in conjunction with the period of the regatta.
22. INSURANCE The Organizing Committee will decidewhether to provide personal accident insurance for each Competitor, eachparticipating sailor must provide the correct name and ID number to theOrganizing Committee at the time of registration, otherwise it is not RC’s responsibility to purchase insurance for them.
