1 RULES
1.1 The event is governedby the rules as definedin The Racing Rules
of Sailing.
1.2 For Offshore Races, World Sailing OffshoreSpecial Regulations,
available at World Sailing Website applies(OSR Category2).
1.3 The International Regulations for PreventingCollisions at Sea (IRPCAS) replaces RRS Part 2 from1800 until 0700 the next day.
1.4 No National or Prescriptions apply.
1.5 Ifthere is a conflictbetween languages the English text takes
recedence.
1.6 When rule 20applies, a boat may indicateher need for room to tack or herresponse by VHF Channel72.
2 SAILINGINSTRUCTIONS
2.1 The sailing instructions will be availableat on-site registration.
3 COMMUNICATION
3.1 The online official notice will be postedvia “Fareast Cup” Official Wechat Account.
3.2 [DP] All boatsshall carry a VHF radio (Not provided by the OA) capable of communicating onchannel 72 and77.
4 ELIGIBILITYANDENTRY
4.1 The event is open to Chinese and international sailors (teams), teams can be from cities, nationsand clubs.
4.2 The OA will provide 6to 8 Beneteau First 40boats for Racing. Boats will be allocated by a boat draw on 3rdAug arranged through email of WeChat.
4.3 [DP]Each team shall enter 9crews and 1 media crew. Each team shallhave at least 2 helmspersons with helming experience of OSR Category 3 races orsimilar, and 4 other crews withcrewing experience of OSR Category 3 races or similar. They must be onboard ofthe boat in all legs of therace and all the course races. The teamshall submit the sailing resume and qualification documents of the 6 forementioned crews with the entry form.Qualifications andcertificates issued by MSA China, CYA, RYA, ASA or equivalent are accepted. At least 60% of the crew onboard must havecompleted the “Offshore Personal Survival Course” recognized by World Sailing.Each boat shall have at least 1 certified scuba diver(Open Water level orabove) onboard, certificate should be submitted with entry documents.
4.4 All the sailors must be (over) 18years old on Aug 22nd, 2024.
4.5 Eligible teamsmay enter by completing the entry form (Attachment1) at http://www.qdsailing.organd send it toBOTH of the following address: FareastCupRegatta@163.com , qdfgzxjsb@qd.shandong.cn with all the copies of passports or IDcards of all the team members. Entries must be received no later than 2400hrs,July 26th, 2024. (Foreign sailors need only copiesof passports, whileChinese sailors need thecopies of both passports and ID cardswith both sides)
4.6 OA will send confirmation emails to teams who entered successfully.
4.7 Each team shall provide the following documents at on-siteregistration:
a. A copy of the entry confirmation.
b. Passports or ID cards(the original documents) of all the team members.
c. Equipment damage deposit (NoR 5).
d. Proof of personal accidentinsurance complying with NoR 17.
5 FEES
5.1 Damage Deposit: $2,000 US Dollar (or equivalent in RMB)
5.2 The equipment damage deposit shall be paid in cash at registration.
6 ADVERTISING
6.1 Boats may be required to display advertising chosen and suppliedby the organizing authority.
6.2 [DP] Teamswho wish to displayadvertisements on the racing boats must seek approval from the OA.
6.3 The OA reserves the right to refuse the teams’advertisements which are against the event sponsor or the local advertising laws.

8.2 Cash depositwould be returnedin full if the boats are undamaged in any way afterthe Regatta. Otherwise, teams shall pay for therepair or replacement of the damaged equipment and the cost will be deducted from the equipment deposit.The team is responsible for the excess should the cost exceeds the deposit.
9 VENUE
9.1 NoR Addendum2 shows the area of inshore racing.
9.2 NoR Addendum 3 shows theplanned route for the offshore races.
10 COURSES
10.1 The regatta is consisted of offshore races and inshore races.
10.2 The courses to be sailed will be detailed in the SailingInstructions.
11 PENALTYSYSTEM
11.1 RRS 44.1 is changedso that the Two-Turns Penaltyis replaced by the
One-Turn Penalty.
11.2 The right of appeal from a protestcommittee decision is denied as
provided in RRS 70.5.
12 SCORING
12.1 The Low Point System of RRS Appendix A will apply.The scoring of the total results will be the totalof all offshoreraces.
Tiesshall be broken in favor of the boats with better score in Offshore Race leg 4(Mokpo to Qingdao). The results of the offshore races shall not be excluded.
12.2 For the inshoreraces resultsonerace is requiredto be completed to constitute a series. When 5 inshore races are completed, one worst scoreshall be excluded.
13 BERTHING
13.1 [DP] Boats shallbe kept in their assignedplaces while in themarina.
14 HAUL-OUTRESTRICTIONS
14.1 [DP]Keelboats shall not be hauledout during the event exceptwith and
according to the termsof prior writtenpermission of the race committee.
15 DATAPROTECTION
15.1 For the safety and race organization reason, a tracker andengine workingrecorder for each boat may be required by the Organizing Authority, eachteam shall keep them in working order during the race.
15.2 By participating in this event, competitorsautomatically grant the
organizing authority and the eventsponsors the right,in perpetuity, to make, use, and show, at their discretion, any photography,audio and video recordings, and other reproductions of them made at the venueor on the water from the time of theirarrival at the venue, until their final departure, without compensation.
16 RISKSTATEMENT
16.1 RRS3 states: ‘The responsibility for a boat’s decisionto participate in a
race or to continue to race is hers alone.’ Byparticipating in this eventeach competitor agreesand acknowledges that sailing is a potentially dangerous activitywith inherent risks. Theserisks include strongwinds and rough seas,sudden changes in weather, failureof equipment, boat handling errors,poor seamanship by other boats,loss of balanceon an unstable platformand fatigue resultingin increased risk of injury.
16.2 The OA will notaccept any liabilityfor material damage or personalinjuryor death sustained in conjunction with or priorto, during, or after the regatta.
16.3 All the people on board must sign the Disclaimerof Liability.
17 INSURANCE
17.1Each participant must have valid accidentinsurance with the minimum
insurance cover of150,000 dollars per incident.Original insurance document should be presented during the registration. Insurance organizedby the OA may be purchased at 100 USdollars per person. Thosewho do not provide the Originalinsurance document at registration or purchasetheinsurance on-sitewill not be allowed to participate in the Race.
18 PRIZES
18.1 Prizes will be given as follows:
The First Place: US Dollar10,000.
The Second Place: US Dollar 5,000.
The Third Place: US Dollar 3,000.
19 FURTHERINFORMATION
19.1Each team shall bring a flag of their team/club or theirnational
authorities to the Organizing Authority.
19.2 The Organizing Authority may appointtwo journalists on each boat to
take photos and video. Skippers shall be responsiblefor the safety of the journalists on board and supervisethe work of the journalists on board.
19.3 Lodging (standard or multip-guests room or Korean ondol or tatami)in
Qingdao, Vladivostok, Pohangand Mokpowill be arrangedby the organizing authority from Aug.22nd- Sept.21th (till 12:00 noon). The lodging fee will be paid by organizing authority. Meals shallbe arranged and paid by the teams themselves exceptbreakfast offered free by thehotels. If any sailor wishes to stayin single occupancy, he or she shallsubmit a request in writing to the OA for approval. If granted, the room willbe at his/her own expense. A damage depositof US$ 50 for each participant by cash may be charged by the hotel and will be refunded if no damage occurs.
19.4 All foreign sailorsshall hold multiple entriesvisa to enter P.R. China.
Each team shall submit the scanningcopies to the OA of their team members’ passports (photo page) and valid visas.If any team needs to swap team members atstopovers, they shall submit related information about to theOA for approval.All teamsare responsible for acquiring the required visas to enter Russia and Korea.)
19.5 CIQ documentsneeded:
a. The scanning copiesof passports and the ChineseVisas pages b. Two attached entryfiles (Passengerlist.xls and Crew effect list.xls,[crew items])
These two files (the yellow parts shall be filled)and the scanning copies shall be submittedbefore Aug. 1st.
19.6 During racing, swappingsailors are not permittedunless the request
party submits an application in a writtenform and gets the approvalofthe OA. Or there are some unexpected special problemsoccurring, they can swap sailorsupon receiving the approval of theRC.
I agree to be governed by the World Sailing Rules. I understand the OA will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta. I declare that I hold valid insurance for the duration of the regatta with a minimum cover of 150,000 US Dollar. All members of the team are aware and accept this statement.
