The Organizing Authority(OA) is Qingdao Major International SailingEvents (Festivals) Organizing Committee, supported by Qingdao Municipal Bureauof Sports,Qingdao OlympicSailing City Development Association,Qingdao Yachting Association, QingdaoTourism Group and Qingdao Administration Center of Sailing Sport
1.1. The regatta will be governed by the rules asdefined in The Racing Rules of Sailing.
1.2. World SailingOffshore Special Regulations will also apply (OSR category2).
1.3. The prescriptions of the National or RegionalYachting Association will not apply.
1.4. If there is a conflict between languages, theEnglish text will take precedence.
2. Advertising
2.1. In accordance with ISAF Regulation20(Advertising Code), the race committee may require all boats to display theevent sponsor’s advertising on their bows and/or on backstay pennants.
2.2. Advertisements of the teams on the racing boatsmust be approved by the organizing committee.
2.3. The race committee has the right to refuse theteams’ advertisements which are against the event sponsor or the local advertisinglaws.
3. Event and Eligibility
3.1. The regatta is open to native and internationalsailors (teams), teams can be from cities, nations and clubs.
3.2. For the safety and race organization reason, a trackerand engine working recorder for each boat may be required by the Organizing Authority,each team should keep it working properly during the race. The OA may requireeach boat to lock its engine with cable lines.
3.3. Handhold VHF Radio should be brought by eachteam.
3.4. For each team, there could be9 crews at east andat most9 crews plus1 media crew on board. Each team shall have1 experiencedskipper, who’s capable of offshore racing, at least4 crews who’s experienced offshoreracing. CVs of the skippers and crewsshould be submitted for registration. The5 persons’ (skippers and crews) qualificationsor certificates that must be from MSA China, CYA, RYA, and ASA or from otherequal organizations should be displayed upon registration.
3.5. All the sailors must be (over)18 years old onSept.1st,2018.
4. Class
One designClass Beneteau First40 (Provided by the organizing authority)
5. On-line Entry
5.1. Eligible teams may enter by completing the entryform (Attachment1) at http://www.qdsailing.organd send it toFareastCupRegatta@163.com with all the copies of passports or ID cards of allthe team members. Entries must be received no later than24:00hrs, June29th,2018.(Foreignsailors need only copies of passports, while Chinese sailors need the copies ofboth passports and ID cards with both sides)
5.2. Receiving the E-mail confirmationletter is considered signing up successfully.
6. On-site Registration
Team leadersof each eligible team shall provide these following documents at registration:
6.1. A copy of the entry confirmation.
6.2. Passports or ID cards (the original and thescanned copy) of all the team members.
6.3. Equipment damage deposit.
6.4. Proof of personal accident insurance complyingwith NOR23.
7. Fees
7.1. Each team needs to pay equipmentdeposit of $2,000. (Or equal RMB with exchangerate on the day).
7.2. The equipment damage deposit should be paid incash at registration.
8. Format of Race
The regattawill consist of offshore races and course races.
9. Schedule
9.1. Theschedule is as the following:
9.2. No more than three races are scheduled for inshoreraces per day.
9.3. Totally9 course races are scheduled (including3races separately in each city).
10. Equipment and Measurement
10.1. The Organizing Committee will provide about9 to10 boats ( Beneteau First-40). All teams shall join the boats drawing on June30thby email and/or we-chat.
10.2. Cash deposit would be returned in full if theboats are undamaged in any way after the Regatta. Otherwise, teams should payfor the repairing of the damaged equipment and the cost of it will be deductedfrom the equipment deposit. The organizing authority has the right to demandindemnification if the deposit is not sufficient.
10.3. The organizing authority will be responsible forinspecting all boats; if necessary an equipment inspection may be taken at anytime during racing.
11. Sailing Instructions
The SailingInstructions will be available after the on-site registration.

14. Penalty System
14.1. Rule44.1 is changed so that the Two-Turns Penaltyis replaced by the One-Turn Penalty.
14.2. Decision of the jury will be final as provided inrule70.5.
15. Scoring
15.1. The scoring of the total results will be theoffshore-race results of three legs (1st leg-Qingdao to Vladivostok;2nd leg- Vladivostok to Mokpo;3rd leg –Mokpo to Qingdao)plus9 inshore-races results, in which each offshore race will be doublescores. If there is a tie in total results, the ties shall be broken first infavour of the boat(s) with the best score(s) in the offshore- race III; If thereis still a tie in total results, the ties shall be broken in favour of theboat(s) with the best score(s) in the offshore race II; if there is still a tiein total results, the tie shall be broken in favour of the boat(s) with the best score(s) in theoffshore race I. The results of the offshore races shall not be excluded.
15.2. Thescoring system for the inshore races will be the Low Point System of RRSAppendix A. One race is required to be completed to constitute a series. When4inshore races are finished, one worst score shall be excluded. When8 inshoreraces are finished, two worst scores shall be excluded.
16. Berthing
Boats shall bekept in their assigned places in the boat park during the regatta.
17. Haul-OutRestrictions
Boats shallnot be hauled out during the regatta except with and according to the terms ofprior written permission of the race committee.
18. Diving Equipment and Plastic Pools
Underwaterbreathing apparatus and plastic pools or their equivalent shall not be usedaround keel boats between the preparatory signal of the first race and the endof the regatta.
19. RadioCommunication
During racing,the Race Committee official channel is VHF72 for inshore communication, and thespare channel is VHF77. All boats shall listen to channel VHF16 during theoffshore races. Each team needs to bring her own handhold VHF Radio during the regatta.
20. Photography Consent
Byparticipating in this event, competitors automatically grant the organizingauthority and the event sponsors the right, in perpetuity, to make, use, andshow, at their discretion, any photography, audio and video recordings, andother reproductions of them made at the venue or on the water from the time oftheir arrival at the venue, until their final departure, without compensation.
21. Prizes

22. Disclaimer of Liability
22.1. Competitors participate in the regatta entirelyat their own risk. See rule4, Decision to Race. The organizing authority willnot accept any liability for material damage or personal injury or deathsustained in conjunction with or prior to, during, or after the regatta.
22.2. All the people on board must sign the Disclaimerof Liability.
23. Insurance
Eachparticipant must have valid accident insurance with the minimum insurance coverof100,000 dollars per incident. Original insurance document should bedisplayed during the registration, if not,100 dollars are required forinsurance purchasing. Those who do not provide the Original insurance documentor purchase the insurance at on-site registration maybe banned to participateby the organizing authority.
24. Accommodation for Participants
24.1. Lodging (standard or double room or Korean ondolor tatami) in Qingdao, Vladivostok and Mokpo will be arranged by the organizingauthority from Aug.29th- Sept.28th (till12:00 noon).The lodgingfee will be paid by organizing authority. Meals should be arranged and paid bythe teams except breakfast offered free by the hotels. If any sailor expects tolive in a single room or say a room by one person, he or she shall report tothe OA for registration in advance and the room fee will be paid by himself orherself.
24.2. A damage deposit of $50 for each participant bycash may be charged by the hotel and will be refunded if no damage occurs.
25. Others
25.1. Each team shall bring a flag of their team/clubor their national authorities to the Organizing Authority.
25.2. The Organizing Authority may appoint twojournalists on each boat to take photos and video. Skippers shall beresponsible for the safety of the journalists on board and supervise the workof the journalists on board.
25.3. All foreign sailors shall hold two timeseffective visas to enter P.R. China. Each team shall submit the scanning copiesto the OA of their competitors’ passports (the page with a photo) and two timeseffective visas. If any team needs to swap competitors when they arrive atVladivostok, Russia and Mokpo, Korea, the related information about swappingsailors shall be delivered to the OA for registration before the entry. Allsailors entering the free port of Vladivostok and Mokpo need to have the valid electronic visas or paper visas orvisas free(All teams are required to check and apply for the visas at eachRussian and Korean embassy or consulates.)
25.4. CIQ documents needed:
1、 Thescanning copies of passports and the Chinese Visas pages
2、 Twoattached entry files (Passenger list.xls and Crew effect list.xls)
These two files (theyellow parts shall be filled) and the scanning copies shall be submitted beforeAug.1st.
25.5. During racing, swapping sailors are not permittedunless the request party submits an application in a written form and gets theapproval of the OA. Or there are some unexpected special problems occurring,they can swap sailors upon receiving the approval of the RC.
