竞赛通知

2022年4月15日至17日

中国厦门,五缘湾帆船港

防疫要求:

1.参赛选手及同住亲属需赛前21天内无境外旅居史,赛前14天内无“三史”(国内中高风险地区居住史、旅行史和疑似或确诊病例、无症状感染者接触史);

2.参赛选手需做一次赛前48小时核酸检测。(以厦门市应对新冠肺炎疫情工作指挥部最新规定为准,组委会将根据疫情形势变化,及时相应调整赛事活动的时间和规模);

3.参赛选手如在开赛前14天内有出入疫情风险等级为中、高风险地区的,一律不得参加本次比赛。如参赛选手所在市(直辖市为所在区)突发疫情,或赛前被确认为新冠肺炎确诊病例、无症状感染者、密切接触者、次密接者,将予以劝退;

4.参赛运动员在整个比赛期间(除水上竞赛时),应自觉配戴口罩,并按要求接受体温检测;

5.现场会设置测温设备,对赛事活动工作人员、参赛人员严格进行体温检测,有发热症状,处于隔离期等人员不得入场,体温超过37.3度或发现有发热、感冒、咳嗽等人员,须配合临时医学观察;

6.赛事活动工作人员、参赛人员进入赛场必须进行电子健康通行码核验,无健康码或健康码存疑的不得入场;

7.现场配备免洗手消毒液,供参赛队员进行消毒;

8.工作人员和参赛人员实行实名登记,各队负责人务必详细掌握参赛人员身份证、工作单位、联系电话等信息;

9.参赛选手必须本人签署《参赛声明-健康防疫责任承诺书》,自觉遵守组委会规定,比赛期间不得随意外出就餐,否则后果自负;

10.赛事举办(日程)会根据疫情防控形势与国家政策的变化,及时进行动态调整。参赛俱乐部本着自愿原则报名参赛。若赛事出现调整、推迟或取消,组委会将于第一时间发布消息,并将在扣除已发生成本基础上根据实际情况尽力退还报名费用。

“[NP]”指某规则不能成为一条船提出抗议的理由。这更改规则60.1(a)。

“[SP]”指竞赛委员会可以不经审理而采用的标准处罚。这更改了规则63.1和A5。根据情况给予当日最好轮次的分数加3的处罚。

1规则

1.1比赛执行《帆船竞赛规则2021-2024》(RRS)中所定义的规则。

1.2参赛队需遵守船只器材使用的相关规定,该规定也适用于参赛船在水上的非竞赛期间。

1.3增加规则41(e):帮助落水船员在营救位置附近返回到船上。

1.4成员国/地区管理机构的规定不适用于本次比赛

1.5J80级别规则不适用于本次比赛。

1.6第17届中国俱乐部杯帆船挑战赛航行细则。

1.7若竞赛通知和航行细则有冲突,以航行细则的内容为准。

1.8若有因规则语言版本引起的争议,以英文版本的内容为主。

1.9船队自带符合ISO12402-5或更高标准的救生衣、VHF海事对讲机。

2航行细则

报到后将获取本赛事的航行细则。

3信息沟通

3.1选手通知将公布在位于厦门五缘湾码头的官方公告栏上。在线赛事辅助公告为微信“17届俱乐部杯帆船赛赛事群”。

3.2[DP]竞赛期间,除紧急情况外,参赛船不得进行语音或数据传输,且不得接收非所有船都可以获得的语音或数据通讯。

4参赛资格与报名

4.1参赛船只

4.1.1本次比赛采用J80统一级别。

4.1.2组委会(OA)计划组织含第三者责任险的20艘J80帆船用于群发赛赛事。

4.1.3参赛者亦可自带J80级别船只参赛,但赛前需要通过丈量检查。

4.1.4比赛不允许使用胶片帆。

4.1.5赛队可对组委会提供的船只进行调试。

4.2参赛资格

4.2.1船队可以代表其国家或地区、城市、俱乐部或通过赛事组委会同意的船东组队报名参加本届赛事。

4.2.2参赛选手须年满18岁。船员人数(包括舵手)不多于8名,每船参赛船员重量限制420千克。

4.2.3每场比赛中,船员数量要保持不变,舵手和船员不得更换赛队。

4.2.4具备本竞赛通知21要求的人员保险

4.3报名

在赛事网站(http://www.ironrocksailing.com/)下载报名表与舵手简历,于2022年3月20日前向赛事组委会指定邮箱发送以下材料:

4.3.1报名表Word版本和报名表签字扫描件或影印件。

4.3.2舵手简历。

4.3.3赛队简介:船队介绍—需提供400字以内的船队文字介绍,船队成员合影和VCR,赛队LOGO(AI或CDR格式)。

4.3.4符合本竞赛通知21要求的保险单(影印件)和自带船只的船舶证件。

4.3.5组委会将在收到报名材料的5个工作日内邮件回复报名赛队,完成报名收到组委会确认后,方为完成报名手续。

5费用

5.1报名费:人民币3000元。

5.2租赁费:人民币5800元(含保险费,只针对需要租船的赛队,自带帆船免此费用)。

5.3船损押金:人民币5000元。船损押金是每次事故中的赔偿限额。比赛中如发生船艇损坏或配件遗失,将按照维修厂商出具的单据金额进行押金扣除,如无发生船损则比赛结束全额退还。

5.4上届赛事冠军暨“俱乐部杯”持有者免交报名费与帆船租赁费。

6船员限制

本届赛事将根据赛队中是否有专业帆船帆板现役或退役选手,以及是否全女子队员的情况进行分组如下:

6.1竞技组:赛队中有专业选手

6.2社会组:赛队中无专业选手

6.3女子组:赛队全部由女队员组成

7[DP] [NP]广告

7.1船只上的广告应符合《世界帆联广告守则》。经组委会认定带有违反政府规定及与赛事赞助商利益相冲突广告的船只,组委会有权拒绝。若有任何疑问,请尽早向组委会提出。报名时应简列船只上所有欲载有的广告项目。若有任何广告上的变更,应通知组委会。

7.2比赛场地的广告权归承办单位所有,参赛队如需在场地发布广告,须以书面形式报组委会,经组委会同意后方可发布。

7.3参赛队如需在组委会提供的赛船的船体、帆与桅杆上张贴广告,须以书面行书报组委会,经组委会同意后方可张贴。赛后须自行去除。

7.4若船队人为损毁组委会提供的广告内容,组委会保留抗议的权力。

8竞赛项目

8.1本赛事由资格赛、循环赛和中国俱乐部杯挑战赛组成。

比赛形式:资格赛——群发赛

循环赛、俱乐部杯挑战赛——对抗赛

8.2所有组别同场竞技,进行为期3天的群发赛。

8.3群发赛共产生12支赛队进入对抗赛,包括总排名前10赛队,以及除前10外,排名最靠前的1支社会组和1支女子组赛队。进入对抗赛的赛队,其船员必须是该赛队参加群发赛的同组船员;如需更换船员,需向组委会提交纸质申请并得到组委会许可。

8.4所有赛队将按照群发赛排名的奇、偶顺序分为两组,进行双循环赛;各组前两名进入四强单循环淘汰赛,第1名将获得本届赛事挑战者奖杯以及向上届冠军挑战的资格。

8.5挑战赛为本届比赛获得挑战者奖杯的赛队与上届冠军的对抗赛(最先赢得5分),将决出第17届中国“俱乐部杯”帆船挑战赛冠军。

8.6对上届冠军的参赛规定:

8.6.1可参加群发赛,获得比赛奖项。但不参加淘汰赛。

8.6.2可参加循环对抗赛,且仅进行与每个赛队一场的单循环比赛,其本身及与其对抗的赛队,均不产生比赛积分。

10器材检查

10.1在技术委员会要求下,船只应接受现场检验,以审核装备是否符合规定。

10.2允许船队自行携带船只(包括球帆在内的器材装置),但在赛前需要接受丈量检查,符合要求后方可用于竞赛。

11场地

比赛场地为中国福建省厦门市五缘湾帆船港。附件1为竞赛水域示意图。仅作参考,不能成为要求补偿的理由。

12航线

附件2中的示意图表示了航线,包括各航段之间的大致角度,绕标顺序和从哪侧离开标志。

13惩罚方法

13.1规则44.1更改为将两圈惩罚变成一圈惩罚。

13.2按照规则70.5或70.5(b)的前提,仲裁委员会的裁决为最终裁决。

13.3对抗赛中现场裁判的决定是最终裁定。

13.4如发生船只设备的任何损坏或遗失,不管有多轻微,必须报告组委会。

13.5竞赛办公室可领取抗议表,如果发生船损,且赛队认为有其它赛队对本船船损负有责任,请于当日赛后向抗议委员会提交抗议,由抗议委员会裁定船损责任,否则船损将由赛队自行承担。

13.6竞赛可采用现场判罚,具体见航行细则的相关规定。

14计分

14.1计划进行9轮系列赛。系列赛完成一轮比赛方为有效。

14.2若系列赛比赛轮次少于5轮,其所有轮次成绩的总和就是总成绩。

14.3如果系列赛比赛达到5轮或5轮以上,其成绩是除去最差一轮成绩的其他轮次成绩总和。

14.4女子组及所有含女子参赛队员的赛队,参加群发赛全部场次比赛,计算总分时去掉0.5分

15租借的船只

15.1以下为器材租用价格(以人民币为单位)和数量:

15.2由组委会提供的器材采用抽签的形式进行分配,归还器材经组委会验收合格后,退还器材押金。若有损坏,须照价赔偿。

15.3组委会所提供的器材优劣,不作为要求补偿的理由。

16[DP]泊船

参赛选手应将船只停泊在指定的停船区。

17[DP] 拖船上岸的限制

除非经竞赛委员会事先的书面许可并按照规定的条件,否则不得在赛事期间拖船上岸。

18[DP]潜水装备和塑料池

在第一轮竞赛的准备信号与赛事最后一轮竞赛结束之间,不得在龙骨船周围使用水下呼吸设备和塑料池或类似装置。

19信息保护

组委会保留以媒体传播为目的,在船上放置摄像机的权利。拒绝搭载与使用航迹仪器或安放组委会摄像机者,组委会将不受理该船只报名、取消其报名、或取消其竞赛资格。

20风险声明

RRS 3指出:“决定是否参加竞赛或继续竞赛是该船自己的责任。” 参与本赛事的每名选手都同意并承认帆船运动是一项存在潜在危险的活动,具有固有风险。这些风险包括强风和恶劣海况、天气突变、器材故障、操船失误、其他船的不良航海操作、在不稳定台面上失去平衡和疲劳导致的受伤风险的增加。帆船运动的固有风险为由于溺水、创伤、体温过低或其他原因造成的永久性、灾难性伤害或死亡。

21保险

21.1每位参赛船员须购买最低50万人民币的人身意外伤害险(含医疗),并保证赛事期间及赛事区域有效,报到时须提供保单复印件并经本人签字确认。

21.2 自带船必须含赛事期间及赛事区域有效的不少于20万元的第三者责任险船只保险。

22[NP][DP]媒体权力与限制

22.1组委会拥有本次赛事的所有媒体权利,并且会于适当时机行使该权利;

22.2参赛船队全体人员将无条件赋予组委会永久的权利,于世界各地无论为何目的与透过任何媒介,公开与散播船员的名字、影像与简介,以及竞赛前、中、后之船只与船员的相片、影片与录音;

22.3[DP] [NP]船队成员可于竞赛前、竞赛中与竞赛后,接受由组委会认可的媒体代表采访,或提供采访材料,内容可包括赛事本身、参赛船只的预期表现与策略,但不得提供任何负面的、会导致组委会及其官员与员工、竞赛委员会、仲裁委员会、丈量官、当届或过去的赞助商等造成损害、妨碍、或不利影响的评论或采访材料。

22.4经组委会或竞赛委员会认定违反上述规定者, 可能受到相应惩罚。

23奖励

23.1资格赛设立冠、亚、季军奖杯。

23.2女子组、社会组另设组别奖杯:各组别参赛队伍为3支以内,仅设冠军。赛队为4支,设冠、亚军奖杯。赛队5支以上设冠、亚、季军奖杯。

23.3全女子组组别冠军同时获得“天鹅杯”

23.4淘汰赛冠军获得挑战权。

23.5挑战赛冠军获得“俱乐部杯”。

23.6对抗赛赛事如受疫情影响未能在下届赛事开始前举行,资格赛冠军将获得本届“俱乐部杯”。

Notice of Race

Wuyuanwan Sailing Boat Port, Xiamen, China

The notation “[NP]” in a rule means that a boat may not protest another boat for breaking that rule. This changes RRS 60.1(a).

The notation “[SP]” means the standard penalties may be used by race committee (RC) without hearing. This changes RRS 63.1 and A5. According to the situation, the penalty shall be the score of the best race of the day plus 3.

1.Rules

1.1.The event will be governed by the rules as defined in the Racing Rules of Sailing 2021-2024.

1.2.The rules for the handling of boats will apply, and will also apply to any time when the boats are on the water.

1.3.Add to RRS 41 (e): help to recover from the water and return on board a crew member provided the return on board is at the approximate location of the recovery.

1.4.No National/Regional Authority Prescriptions will apply.

1.5.The International J80Class Rules will not apply.

1.6.The 17th China Club Challenge Match Sailing Instructions.

1.7.If there is any conflict between Sailing Instructions and Notice of Race, Sailing Instruction will take the preference.

1.8.If there is a conflict between languages, the English text will take precedence.

1.9.Teams should carry their own life jackets that comply with ISO12402-5 or higher standard,VHF marine portable radios and portable GPS.

2.Sailing Instructions

   Sailing Instructions will be available at the on-site Registration.

3.Communication with competitors

3.1.The official notice board will be located at Wuyuanwan Sailing Boat Port. The on-line notice board will be available at the WeChat group "The 17th China Club Challenge Match Group".

3.2.[DP]While racing, except in an emergency, a boat shall not make or receive voice or data communication not available to all other boats.

4.Eligibility and Entry

4.1.Equipment

4.1.1.The event will be sailed in J80 one design class boats.

4.1.2.The OA plans to organizetwenty J80 boats with third party liability insurance and valid certificates issued by the authority for the Fleet Racing.

4.1.3.Teams may bring their own J80 class boats and sails for the Fleet Racing, which shall be measured by the RC before racing.

4.1.4.Laminate sails are not allowed for this event.

4.1.5.Competitors may adjust their own assigned boat.

4.2.Eligibility

4.2.1.Boats may be entered by representing their member national/area authority, cities, clubs or the owner of the boat approved by OA.

4.2.2.Competitors over eighteen (18) will be eligible to enter this event. The number of crews (including the skipper) shall not exceed eight. The total weight of the crews, including the skipper shall not exceed 420 kg.

4.2.3.The numbers of crew must remain the same in each race. No crew member shall be substituted during the event.

4.2.4.Teams qualified in the Match Race of 16th China Club Challenge Match have the priority to register. The Entry List will be published on the official event website at any time.

4.2.5.Teams shall have the insurance as specified in NoR rule21.

4.3.Entry

The entry form and helmsman resume template are available to download on the official website(http://www.ironrocksailing.com/). The following documents shall be sent to the email address assigned by the OA of 17th China Club Challenge Match by March20th, 2022:

4.3.1.Entry Form (Word version), scanned copy or photo of the signed Entry Form;

4.3.2.Helmsman resume;

4.3.3.Team Introduction, including text description no more than 400 words, team members’ photo and video, team LOGO (format: AI or CDR).

4.3.4.Teams that bring their own boats shall provide their boat’s certificate and insurance (copies) as specified as NoR rule21.

4.3.5.The Organizing Authority will reply by email within 5 working days after receiving the entry documents. An entry is not complete until receiving the confirmation from the OA.

5.Fee

5.1.Entry fee: 3,000 RMB.

5.2.J80 Boat Chartering fee: 5,800 RMB. (Only for teams who need to charter a boat)

5.3.Damage Deposit: 5,000 RMB. The damage deposit is the limit of liability for each incident. If there is damage or equipment lost during the race, the damage deposit shall be reduced by the amount issued by the maintenance manufacturer. The OA may require the damage deposit to be restored back to the original 5,000 RMB. If there is no damage, the deposit will be fully refunded by the end of the event.

5.4.Defending Champion (the 16thChina Club Challenge Match winner) of last event has the right of free entry fee and boat chartering fee.

6.Crew Limitations

According to whether there is any professional sailing athlete either active or retired, and if the team is raced with all female crew, the divisions are made as follows: :

6.1.Athletic Division: Teams with professional athletes (pro division);

6.2.Social Division: Teams without professional athletes (non pro division);

6.3.Women Division: all crews consist of female.

7.[DP][NP]Advertising

7.1.Advertising shall only be displayed in accordance with World Sailing Regulation 20-Advertising Code. The OA has the right to reject the team’s advertisements that conflict with government regulations and the regatta’s sponsors. For any doubts, please communicate with the OA as early as possible. All possible advertisements on the boat shall be briefly listed while registration. If there are any changes in advertisements, the OA should be informed.

7.2.The Advertising right of the racing venue belongs to the OA. If the teams want to advertise at the venue, they should provide a written request to the OA and only release the advertisement with the consent of the OA.

7.3.Boats intending to display their own advertising on hulls, sails or spars provided by the OA, a written application shall be submitted to the OA and only post the advertisement with the consent of the OA.

7.4.If the team damages the advertising supplied by the OA on purpose, the OA has the right to protest.

8.Format

8.1.The regatta consists of Qualification Series, Round-Robin Series (Semi Final & Final) and China Club Challenger Race.

Racing Format: Qualifying Series——Fleet Racing

             Round Robin Series(Semi Final & Final), Challenger Race——Match Racing

8.2.All divisions shall sail the fleet racing on the same course for 3 days.

8.3.There will be 12 boats to qualify for the Match Racing, including: the top 10 boats of the overall ranking, and except for those 10 teams,one from Social Division and one from Women Division that ranks on the top in each division. For Match Racing, teams must sail with the same crew members as they sailed with in the Fleet Race.If crews need to be changed, an written application must be submitted to the OA.

8.4.All teams will be divided into two divisions according to their odd and even order in the Fleet Race ranking and sail a double round robin series. Top two teams from each division will proceed to the Semi Final. The winners of the Semi Final will proceed to the Final. The winner of the Final will be awarded with the Challenger Cup Trophy of this event and qualifies to challenge the defending champion.

8.5.The Challenger Race is a match race series (first to win 5 points) between the winner of the Challenger Cup Trophy and the defending champion, which will produce the 17th China Club Challenge Match champion.

8.6.Prescriptions for the defending champion:

8.6.1.The defending champion may compete in the fleet racing and win the prize, but will not participate in the knockout series.

8.6.2.The defending champion may compete in the round robin series, but only sail a single round robin match against each team. Neither the defending champion nor the rival team will be scored points.

10.Equipment Inspection

10.1.The boats shall be available for equipment inspection on-site at any time.

10.2.Teams may bring their own equipment including spinnaker comply with the requirements, but they shall be measured before racing.

11.Venue

The venue will be at Wuyuanwan Sailing Boat Port, Xiamen, Fujian, China. The venue is shown in Appendix 1. They are for reference only, no ground of request for redress shall be made on them.

12.Course

The diagrams in NoR Appendix 2 show the courses, the approximate angles between legs, the order in which marks are to be passed, and the side on which each mark is to be left.

13.Penalties

13.1.RRS 44.1 is changed so that the Two-Turns Penalty is replaced by the One-Turn Penalty.

13.2The decision of the Jury Committee will be the final decision as provided in RRS 70.5 or 70.5(b).

13.3Theumpires’ decision is final for Match Racing.

13.4If there is any damage or loss equipment, a report shall be made to the Organizing Authority, no matter how slight it is.

13.5Competitors, which believe that another competitor has the responsibility for the damage to the boat, shall submit a protest to the Arbitration Committee after the finish of the race that day, and subject to the decision of the Arbitration Committee. Otherwise, the competitor will be responsible for damage to the boat itself.

13.6On water umpired rules will apply. Races to be umpired will be advised in the SIs.

14Scoring

14.1Nine(9)races will be scheduled. One race is required to be completed to constitute a series.

14.2When fewer than 5 races have been completed, a boat’s series score will be the total of her race scores.

14.3When 5 or more races have been completed, a boat’s series score will be the total of her race scores excluding her worst score.

14.4The women division and all the teams with women crews that sailed all the races during the fleet race, 0.5 points shall be deducted when calculating their total scores.

15.Chartered Boats

15.1Boats chartering fees for the regatta are as follows:

15.2Equipment provided by the OA will be distributed by drawing. After returning the  equipment and qualified acceptance by the OA, damage deposit will be fully refunded. If any damage occurred, compensation shall be paid.

15.3No ground of request for redress shall be made on the quality of the chartered equipment provided by the OA.

16[DP]Berthing

Boats shall be kept in their assigned places as directed by the OA.

17[DP]Haul Out Restrictions

Boats shall not be hauled out during the regattaexcept with and according to the terms of prior written permission of Race Committee.

18[DP]Diving Equipment And Plastic Pools

Underwater breathing apparatus and plastic pools or their equivalent shall not be used around keel boats from the preparatory signal of the first raceto the end of the last race.

19Information Protection

The organizer has the right to place cameras on board for media purposes. For the boat who refuses to carry trackers and cameras supplied by the OA, the OA may decline her registrations, cancel her registration, or disqualify her race.

20Disclaimer of Liability

RRS 3 states: “The responsibility for a boat’s decision to participate in a race or to continue to race is hers alone.” By participating in this event each competitor agrees and acknowledges that sailing is a potentially dangerous activity with inherent risks. These risks include strong winds and rough seas, sudden changes in weather, failure of equipment, boat handling errors, poor seamanship by other boats, loss of balance on an unstable platform and fatigue resulting in increased risk of injury. Inherent in the sport of sailing is the risk of permanent, catastrophic injury or death by drowning, trauma, hypothermia or other causes.

21Insurance

21.1Each competitor shall be insured with valid insurance certificate or a proof of third party liability with a minimum value of RMB 500,000 (including medical insurance) per incident, and an insurance copy with signature in person shall be supplied as part of completing registration and check in.

21.2Teams that bring your own boatshall be insured withvalid third-party liability insurance, with a minimum coverage of RMB 200,000or the equivalent.

22[NP][DP]Media Rights and Limitations

22.1The OA owns all the media rights of this regatta and shall carry out these rights at any  time appropriate;

22.2By participating in this event, competitors automatically grant to the organizing authority and the event sponsors the right, in perpetuity, to make, use, and show, at their discretion,any name,photo,profiles and also photography, audio and video recordings of them prior to, during and after the regatta, regardless of the purpose and through any media around the world.

22.3[DP][NP]Team members may accept interviews with media representatives approved by the OA before, during, and after the regatta, or provide interview materials. The content may include the regatta itself, the expected performance and strategy of the team, but no negative comments or interview materials that will cause harm, interference, or adverse effects on the OA, its officials and employees, the race committee, the protest committee, the measurers, the current or past sponsors.

22.4Those who are deemed to have acted against the above regulations by the OA or RC may be penalized accordingly.

23Prizes

23.1The first, second and third place trophies will be awarded for Fleet Racing.

23.2The first boat in women division and social division will be awarded with separate division trophies: If there are no more than 3 boats on each division, then only the champion will be awarded; There are 4 boats on each division, the first and second place trophies will be awarded; 5 or more boats on each division, the first, second and third place trophies will be awarded.

23.3The champion of the women division will also be awarded with the Swan Cup trophy.

23.4The winner of knockout series will proceed to compete with the defending champion.

23.5The winner of Challenger Race will be awarded the China Club Cup trophy.

23.6If Match Racing cannot be held before the next event due to the Covid-19 epidemic, the winner of Fleet Racing will be awarded the China Club Cup trophy of 17th China Club Challenge Match.

2022年4月15日至17日

中国厦门,五缘湾帆船港

防疫要求:

1.参赛选手及同住亲属需赛前21天内无境外旅居史,赛前14天内无“三史”(国内中高风险地区居住史、旅行史和疑似或确诊病例、无症状感染者接触史);

2.参赛选手需做一次赛前48小时核酸检测。(以厦门市应对新冠肺炎疫情工作指挥部最新规定为准,组委会将根据疫情形势变化,及时相应调整赛事活动的时间和规模);

3.参赛选手如在开赛前14天内有出入疫情风险等级为中、高风险地区的,一律不得参加本次比赛。如参赛选手所在市(直辖市为所在区)突发疫情,或赛前被确认为新冠肺炎确诊病例、无症状感染者、密切接触者、次密接者,将予以劝退;

4.参赛运动员在整个比赛期间(除水上竞赛时),应自觉配戴口罩,并按要求接受体温检测;

5.现场会设置测温设备,对赛事活动工作人员、参赛人员严格进行体温检测,有发热症状,处于隔离期等人员不得入场,体温超过37.3度或发现有发热、感冒、咳嗽等人员,须配合临时医学观察;

6.赛事活动工作人员、参赛人员进入赛场必须进行电子健康通行码核验,无健康码或健康码存疑的不得入场;

7.现场配备免洗手消毒液,供参赛队员进行消毒;

8.工作人员和参赛人员实行实名登记,各队负责人务必详细掌握参赛人员身份证、工作单位、联系电话等信息;

9.参赛选手必须本人签署《参赛声明-健康防疫责任承诺书》,自觉遵守组委会规定,比赛期间不得随意外出就餐,否则后果自负;

10.赛事举办(日程)会根据疫情防控形势与国家政策的变化,及时进行动态调整。参赛俱乐部本着自愿原则报名参赛。若赛事出现调整、推迟或取消,组委会将于第一时间发布消息,并将在扣除已发生成本基础上根据实际情况尽力退还报名费用。

“[NP]”指某规则不能成为一条船提出抗议的理由。这更改规则60.1(a)。

“[SP]”指竞赛委员会可以不经审理而采用的标准处罚。这更改了规则63.1和A5。根据情况给予当日最好轮次的分数加3的处罚。

1规则

1.1比赛执行《帆船竞赛规则2021-2024》(RRS)中所定义的规则。

1.2参赛队需遵守船只器材使用的相关规定,该规定也适用于参赛船在水上的非竞赛期间。

1.3增加规则41(e):帮助落水船员在营救位置附近返回到船上。

1.4成员国/地区管理机构的规定不适用于本次比赛

1.5J80级别规则不适用于本次比赛。

1.6第17届中国俱乐部杯帆船挑战赛航行细则。

1.7若竞赛通知和航行细则有冲突,以航行细则的内容为准。

1.8若有因规则语言版本引起的争议,以英文版本的内容为主。

1.9船队自带符合ISO12402-5或更高标准的救生衣、VHF海事对讲机。

2航行细则

报到后将获取本赛事的航行细则。

3信息沟通

3.1选手通知将公布在位于厦门五缘湾码头的官方公告栏上。在线赛事辅助公告为微信“17届俱乐部杯帆船赛赛事群”。

3.2[DP]竞赛期间,除紧急情况外,参赛船不得进行语音或数据传输,且不得接收非所有船都可以获得的语音或数据通讯。

4参赛资格与报名

4.1参赛船只

4.1.1本次比赛采用J80统一级别。

4.1.2组委会(OA)计划组织含第三者责任险的20艘J80帆船用于群发赛赛事。

4.1.3参赛者亦可自带J80级别船只参赛,但赛前需要通过丈量检查。

4.1.4比赛不允许使用胶片帆。

4.1.5赛队可对组委会提供的船只进行调试。

4.2参赛资格

4.2.1船队可以代表其国家或地区、城市、俱乐部或通过赛事组委会同意的船东组队报名参加本届赛事。

4.2.2参赛选手须年满18岁。船员人数(包括舵手)不多于8名,每船参赛船员重量限制420千克。

4.2.3每场比赛中,船员数量要保持不变,舵手和船员不得更换赛队。

4.2.4具备本竞赛通知21要求的人员保险

4.3报名

在赛事网站(http://www.ironrocksailing.com/)下载报名表与舵手简历,于2022年3月20日前向赛事组委会指定邮箱发送以下材料:

4.3.1报名表Word版本和报名表签字扫描件或影印件。

4.3.2舵手简历。

4.3.3赛队简介:船队介绍—需提供400字以内的船队文字介绍,船队成员合影和VCR,赛队LOGO(AI或CDR格式)。

4.3.4符合本竞赛通知21要求的保险单(影印件)和自带船只的船舶证件。

4.3.5组委会将在收到报名材料的5个工作日内邮件回复报名赛队,完成报名收到组委会确认后,方为完成报名手续。

5费用

5.1报名费:人民币3000元。

5.2租赁费:人民币5800元(含保险费,只针对需要租船的赛队,自带帆船免此费用)。

5.3船损押金:人民币5000元。船损押金是每次事故中的赔偿限额。比赛中如发生船艇损坏或配件遗失,将按照维修厂商出具的单据金额进行押金扣除,如无发生船损则比赛结束全额退还。

5.4上届赛事冠军暨“俱乐部杯”持有者免交报名费与帆船租赁费。

6船员限制

本届赛事将根据赛队中是否有专业帆船帆板现役或退役选手,以及是否全女子队员的情况进行分组如下:

6.1竞技组:赛队中有专业选手

6.2社会组:赛队中无专业选手

6.3女子组:赛队全部由女队员组成

7[DP] [NP]广告

7.1船只上的广告应符合《世界帆联广告守则》。经组委会认定带有违反政府规定及与赛事赞助商利益相冲突广告的船只,组委会有权拒绝。若有任何疑问,请尽早向组委会提出。报名时应简列船只上所有欲载有的广告项目。若有任何广告上的变更,应通知组委会。

7.2比赛场地的广告权归承办单位所有,参赛队如需在场地发布广告,须以书面形式报组委会,经组委会同意后方可发布。

7.3参赛队如需在组委会提供的赛船的船体、帆与桅杆上张贴广告,须以书面行书报组委会,经组委会同意后方可张贴。赛后须自行去除。

7.4若船队人为损毁组委会提供的广告内容,组委会保留抗议的权力。

8竞赛项目

8.1本赛事由资格赛、循环赛和中国俱乐部杯挑战赛组成。

比赛形式:资格赛——群发赛

循环赛、俱乐部杯挑战赛——对抗赛

8.2所有组别同场竞技,进行为期3天的群发赛。

8.3群发赛共产生12支赛队进入对抗赛,包括总排名前10赛队,以及除前10外,排名最靠前的1支社会组和1支女子组赛队。进入对抗赛的赛队,其船员必须是该赛队参加群发赛的同组船员;如需更换船员,需向组委会提交纸质申请并得到组委会许可。

8.4所有赛队将按照群发赛排名的奇、偶顺序分为两组,进行双循环赛;各组前两名进入四强单循环淘汰赛,第1名将获得本届赛事挑战者奖杯以及向上届冠军挑战的资格。

8.5挑战赛为本届比赛获得挑战者奖杯的赛队与上届冠军的对抗赛(最先赢得5分),将决出第17届中国“俱乐部杯”帆船挑战赛冠军。

8.6对上届冠军的参赛规定:

8.6.1可参加群发赛,获得比赛奖项。但不参加淘汰赛。

8.6.2可参加循环对抗赛,且仅进行与每个赛队一场的单循环比赛,其本身及与其对抗的赛队,均不产生比赛积分。

10器材检查

10.1在技术委员会要求下,船只应接受现场检验,以审核装备是否符合规定。

10.2允许船队自行携带船只(包括球帆在内的器材装置),但在赛前需要接受丈量检查,符合要求后方可用于竞赛。

11场地

比赛场地为中国福建省厦门市五缘湾帆船港。附件1为竞赛水域示意图。仅作参考,不能成为要求补偿的理由。

12航线

附件2中的示意图表示了航线,包括各航段之间的大致角度,绕标顺序和从哪侧离开标志。

13惩罚方法

13.1规则44.1更改为将两圈惩罚变成一圈惩罚。

13.2按照规则70.5或70.5(b)的前提,仲裁委员会的裁决为最终裁决。

13.3对抗赛中现场裁判的决定是最终裁定。

13.4如发生船只设备的任何损坏或遗失,不管有多轻微,必须报告组委会。

13.5竞赛办公室可领取抗议表,如果发生船损,且赛队认为有其它赛队对本船船损负有责任,请于当日赛后向抗议委员会提交抗议,由抗议委员会裁定船损责任,否则船损将由赛队自行承担。

13.6竞赛可采用现场判罚,具体见航行细则的相关规定。

14计分

14.1计划进行9轮系列赛。系列赛完成一轮比赛方为有效。

14.2若系列赛比赛轮次少于5轮,其所有轮次成绩的总和就是总成绩。

14.3如果系列赛比赛达到5轮或5轮以上,其成绩是除去最差一轮成绩的其他轮次成绩总和。

14.4女子组及所有含女子参赛队员的赛队,参加群发赛全部场次比赛,计算总分时去掉0.5分

15.2由组委会提供的器材采用抽签的形式进行分配,归还器材经组委会验收合格后,退还器材押金。若有损坏,须照价赔偿。

16[DP]泊船

参赛选手应将船只停泊在指定的停船区。

17[DP] 拖船上岸的限制

除非经竞赛委员会事先的书面许可并按照规定的条件,否则不得在赛事期间拖船上岸。

18[DP]潜水装备和塑料池

在第一轮竞赛的准备信号与赛事最后一轮竞赛结束之间,不得在龙骨船周围使用水下呼吸设备和塑料池或类似装置。

19信息保护

组委会保留以媒体传播为目的,在船上放置摄像机的权利。拒绝搭载与使用航迹仪器或安放组委会摄像机者,组委会将不受理该船只报名、取消其报名、或取消其竞赛资格。

20风险声明

RRS 3指出:“决定是否参加竞赛或继续竞赛是该船自己的责任。” 参与本赛事的每名选手都同意并承认帆船运动是一项存在潜在危险的活动,具有固有风险。这些风险包括强风和恶劣海况、天气突变、器材故障、操船失误、其他船的不良航海操作、在不稳定台面上失去平衡和疲劳导致的受伤风险的增加。帆船运动的固有风险为由于溺水、创伤、体温过低或其他原因造成的永久性、灾难性伤害或死亡。

21保险

21.1每位参赛船员须购买最低50万人民币的人身意外伤害险(含医疗),并保证赛事期间及赛事区域有效,报到时须提供保单复印件并经本人签字确认。

21.2 自带船必须含赛事期间及赛事区域有效的不少于20万元的第三者责任险船只保险。

22[NP][DP]媒体权力与限制

22.1组委会拥有本次赛事的所有媒体权利,并且会于适当时机行使该权利;

22.2参赛船队全体人员将无条件赋予组委会永久的权利,于世界各地无论为何目的与透过任何媒介,公开与散播船员的名字、影像与简介,以及竞赛前、中、后之船只与船员的相片、影片与录音;

22.3[DP] [NP]船队成员可于竞赛前、竞赛中与竞赛后,接受由组委会认可的媒体代表采访,或提供采访材料,内容可包括赛事本身、参赛船只的预期表现与策略,但不得提供任何负面的、会导致组委会及其官员与员工、竞赛委员会、仲裁委员会、丈量官、当届或过去的赞助商等造成损害、妨碍、或不利影响的评论或采访材料。

22.4经组委会或竞赛委员会认定违反上述规定者, 可能受到相应惩罚。

23奖励

23.1资格赛设立冠、亚、季军奖杯。

23.2女子组、社会组另设组别奖杯:各组别参赛队伍为3支以内,仅设冠军。赛队为4支,设冠、亚军奖杯。赛队5支以上设冠、亚、季军奖杯。

23.3全女子组组别冠军同时获得“天鹅杯”

23.4淘汰赛冠军获得挑战权。

23.5挑战赛冠军获得“俱乐部杯”。

23.6对抗赛赛事如受疫情影响未能在下届赛事开始前举行,资格赛冠军将获得本届“俱乐部杯”。

Notice of Race

Wuyuanwan Sailing Boat Port, Xiamen, China

The notation “[NP]” in a rule means that a boat may not protest another boat for breaking that rule. This changes RRS 60.1(a).

The notation “[SP]” means the standard penalties may be used by race committee (RC) without hearing. This changes RRS 63.1 and A5. According to the situation, the penalty shall be the score of the best race of the day plus 3.

1.Rules

1.1.The event will be governed by the rules as defined in the Racing Rules of Sailing 2021-2024.

1.2.The rules for the handling of boats will apply, and will also apply to any time when the boats are on the water.

1.3.Add to RRS 41 (e): help to recover from the water and return on board a crew member provided the return on board is at the approximate location of the recovery.

1.4.No National/Regional Authority Prescriptions will apply.

1.5.The International J80Class Rules will not apply.

1.6.The 17th China Club Challenge Match Sailing Instructions.

1.7.If there is any conflict between Sailing Instructions and Notice of Race, Sailing Instruction will take the preference.

1.8.If there is a conflict between languages, the English text will take precedence.

1.9.Teams should carry their own life jackets that comply with ISO12402-5 or higher standard,VHF marine portable radios and portable GPS.

2.Sailing Instructions

   Sailing Instructions will be available at the on-site Registration.

3.Communication with competitors

3.1.The official notice board will be located at Wuyuanwan Sailing Boat Port. The on-line notice board will be available at the WeChat group "The 17th China Club Challenge Match Group".

3.2.[DP]While racing, except in an emergency, a boat shall not make or receive voice or data communication not available to all other boats.

4.Eligibility and Entry

4.1.Equipment

4.1.1.The event will be sailed in J80 one design class boats.

4.1.2.The OA plans to organizetwenty J80 boats with third party liability insurance and valid certificates issued by the authority for the Fleet Racing.

4.1.3.Teams may bring their own J80 class boats and sails for the Fleet Racing, which shall be measured by the RC before racing.

4.1.4.Laminate sails are not allowed for this event.

4.1.5.Competitors may adjust their own assigned boat.

4.2.Eligibility

4.2.1.Boats may be entered by representing their member national/area authority, cities, clubs or the owner of the boat approved by OA.

4.2.2.Competitors over eighteen (18) will be eligible to enter this event. The number of crews (including the skipper) shall not exceed eight. The total weight of the crews, including the skipper shall not exceed 420 kg.

4.2.3.The numbers of crew must remain the same in each race. No crew member shall be substituted during the event.

4.2.4.Teams qualified in the Match Race of 16th China Club Challenge Match have the priority to register. The Entry List will be published on the official event website at any time.

4.2.5.Teams shall have the insurance as specified in NoR rule21.

4.3.Entry

The entry form and helmsman resume template are available to download on the official website(http://www.ironrocksailing.com/). The following documents shall be sent to the email address assigned by the OA of 17th China Club Challenge Match by March20th, 2022:

4.3.1.Entry Form (Word version), scanned copy or photo of the signed Entry Form;

4.3.2.Helmsman resume;

4.3.3.Team Introduction, including text description no more than 400 words, team members’ photo and video, team LOGO (format: AI or CDR).

4.3.4.Teams that bring their own boats shall provide their boat’s certificate and insurance (copies) as specified as NoR rule21.

4.3.5.The Organizing Authority will reply by email within 5 working days after receiving the entry documents. An entry is not complete until receiving the confirmation from the OA.

5.Fee

5.1.Entry fee: 3,000 RMB.

5.2.J80 Boat Chartering fee: 5,800 RMB. (Only for teams who need to charter a boat)

5.3.Damage Deposit: 5,000 RMB. The damage deposit is the limit of liability for each incident. If there is damage or equipment lost during the race, the damage deposit shall be reduced by the amount issued by the maintenance manufacturer. The OA may require the damage deposit to be restored back to the original 5,000 RMB. If there is no damage, the deposit will be fully refunded by the end of the event.

5.4.Defending Champion (the 16thChina Club Challenge Match winner) of last event has the right of free entry fee and boat chartering fee.

6.Crew Limitations

According to whether there is any professional sailing athlete either active or retired, and if the team is raced with all female crew, the divisions are made as follows: :

6.1.Athletic Division: Teams with professional athletes (pro division);

6.2.Social Division: Teams without professional athletes (non pro division);

6.3.Women Division: all crews consist of female.

7.[DP][NP]Advertising

7.1.Advertising shall only be displayed in accordance with World Sailing Regulation 20-Advertising Code. The OA has the right to reject the team’s advertisements that conflict with government regulations and the regatta’s sponsors. For any doubts, please communicate with the OA as early as possible. All possible advertisements on the boat shall be briefly listed while registration. If there are any changes in advertisements, the OA should be informed.

7.2.The Advertising right of the racing venue belongs to the OA. If the teams want to advertise at the venue, they should provide a written request to the OA and only release the advertisement with the consent of the OA.

7.3.Boats intending to display their own advertising on hulls, sails or spars provided by the OA, a written application shall be submitted to the OA and only post the advertisement with the consent of the OA.

7.4.If the team damages the advertising supplied by the OA on purpose, the OA has the right to protest.

8.Format

8.1.The regatta consists of Qualification Series, Round-Robin Series (Semi Final & Final) and China Club Challenger Race.

Racing Format: Qualifying Series——Fleet Racing

             Round Robin Series(Semi Final & Final), Challenger Race——Match Racing

8.2.All divisions shall sail the fleet racing on the same course for 3 days.

8.3.There will be 12 boats to qualify for the Match Racing, including: the top 10 boats of the overall ranking, and except for those 10 teams,one from Social Division and one from Women Division that ranks on the top in each division. For Match Racing, teams must sail with the same crew members as they sailed with in the Fleet Race.If crews need to be changed, an written application must be submitted to the OA.

8.4.All teams will be divided into two divisions according to their odd and even order in the Fleet Race ranking and sail a double round robin series. Top two teams from each division will proceed to the Semi Final. The winners of the Semi Final will proceed to the Final. The winner of the Final will be awarded with the Challenger Cup Trophy of this event and qualifies to challenge the defending champion.

8.5.The Challenger Race is a match race series (first to win 5 points) between the winner of the Challenger Cup Trophy and the defending champion, which will produce the 17th China Club Challenge Match champion.

8.6.Prescriptions for the defending champion:

8.6.1.The defending champion may compete in the fleet racing and win the prize, but will not participate in the knockout series.

8.6.2.The defending champion may compete in the round robin series, but only sail a single round robin match against each team. Neither the defending champion nor the rival team will be scored points.

10.Equipment Inspection

10.1.The boats shall be available for equipment inspection on-site at any time.

10.2.Teams may bring their own equipment including spinnaker comply with the requirements, but they shall be measured before racing.

11.Venue

The venue will be at Wuyuanwan Sailing Boat Port, Xiamen, Fujian, China. The venue is shown in Appendix 1. They are for reference only, no ground of request for redress shall be made on them.

12.Course

The diagrams in NoR Appendix 2 show the courses, the approximate angles between legs, the order in which marks are to be passed, and the side on which each mark is to be left.

13.Penalties

13.1.RRS 44.1 is changed so that the Two-Turns Penalty is replaced by the One-Turn Penalty.

13.2The decision of the Jury Committee will be the final decision as provided in RRS 70.5 or 70.5(b).

13.3Theumpires’ decision is final for Match Racing.

13.4If there is any damage or loss equipment, a report shall be made to the Organizing Authority, no matter how slight it is.

13.5Competitors, which believe that another competitor has the responsibility for the damage to the boat, shall submit a protest to the Arbitration Committee after the finish of the race that day, and subject to the decision of the Arbitration Committee. Otherwise, the competitor will be responsible for damage to the boat itself.

13.6On water umpired rules will apply. Races to be umpired will be advised in the SIs.

14Scoring

14.1Nine(9)races will be scheduled. One race is required to be completed to constitute a series.

14.2When fewer than 5 races have been completed, a boat’s series score will be the total of her race scores.

14.3When 5 or more races have been completed, a boat’s series score will be the total of her race scores excluding her worst score.

14.4The women division and all the teams with women crews that sailed all the races during the fleet race, 0.5 points shall be deducted when calculating their total scores.

15.Chartered Boats

15.1Boats chartering fees for the regatta are as follows:

15.2Equipment provided by the OA will be distributed by drawing. After returning the  equipment and qualified acceptance by the OA, damage deposit will be fully refunded. If any damage occurred, compensation shall be paid.

15.3No ground of request for redress shall be made on the quality of the chartered equipment provided by the OA.

16[DP]Berthing

Boats shall be kept in their assigned places as directed by the OA.

17[DP]Haul Out Restrictions

Boats shall not be hauled out during the regattaexcept with and according to the terms of prior written permission of Race Committee.

18[DP]Diving Equipment And Plastic Pools

Underwater breathing apparatus and plastic pools or their equivalent shall not be used around keel boats from the preparatory signal of the first raceto the end of the last race.

19Information Protection

The organizer has the right to place cameras on board for media purposes. For the boat who refuses to carry trackers and cameras supplied by the OA, the OA may decline her registrations, cancel her registration, or disqualify her race.

20Disclaimer of Liability

RRS 3 states: “The responsibility for a boat’s decision to participate in a race or to continue to race is hers alone.” By participating in this event each competitor agrees and acknowledges that sailing is a potentially dangerous activity with inherent risks. These risks include strong winds and rough seas, sudden changes in weather, failure of equipment, boat handling errors, poor seamanship by other boats, loss of balance on an unstable platform and fatigue resulting in increased risk of injury. Inherent in the sport of sailing is the risk of permanent, catastrophic injury or death by drowning, trauma, hypothermia or other causes.

21Insurance

21.1Each competitor shall be insured with valid insurance certificate or a proof of third party liability with a minimum value of RMB 500,000 (including medical insurance) per incident, and an insurance copy with signature in person shall be supplied as part of completing registration and check in.

21.2Teams that bring your own boatshall be insured withvalid third-party liability insurance, with a minimum coverage of RMB 200,000or the equivalent.

22[NP][DP]Media Rights and Limitations

22.1The OA owns all the media rights of this regatta and shall carry out these rights at any  time appropriate;

22.2By participating in this event, competitors automatically grant to the organizing authority and the event sponsors the right, in perpetuity, to make, use, and show, at their discretion,any name,photo,profiles and also photography, audio and video recordings of them prior to, during and after the regatta, regardless of the purpose and through any media around the world.

22.3[DP][NP]Team members may accept interviews with media representatives approved by the OA before, during, and after the regatta, or provide interview materials. The content may include the regatta itself, the expected performance and strategy of the team, but no negative comments or interview materials that will cause harm, interference, or adverse effects on the OA, its officials and employees, the race committee, the protest committee, the measurers, the current or past sponsors.

22.4Those who are deemed to have acted against the above regulations by the OA or RC may be penalized accordingly.

23Prizes

23.1The first, second and third place trophies will be awarded for Fleet Racing.

23.2The first boat in women division and social division will be awarded with separate division trophies: If there are no more than 3 boats on each division, then only the champion will be awarded; There are 4 boats on each division, the first and second place trophies will be awarded; 5 or more boats on each division, the first, second and third place trophies will be awarded.

23.3The champion of the women division will also be awarded with the Swan Cup trophy.

23.4The winner of knockout series will proceed to compete with the defending champion.

23.5The winner of Challenger Race will be awarded the China Club Cup trophy.

23.6If Match Racing cannot be held before the next event due to the Covid-19 epidemic, the winner of Fleet Racing will be awarded the China Club Cup trophy of 17th China Club Challenge Match.
