协办单位： 1.1. 本赛事将受《帆船竞赛规则》（RRS）所定义的规则约束。
1.2. 参赛队需遵守船只器材使用的相关规定，该规定也适用于参赛船在水上的非竞赛期间。
1.3. 增加规则41（e) ：帮助落水船员在营救位置附近返回到船上。
1.4. 各成员国/地区管理机构的规定不适用于本次比赛。
1.5. 当中英文规则文本表述有歧义时以英文为准。 2.1. 根据《世界帆联章程》第20 条规定，竞赛委员会可能会要求参赛船只在船体和或船艉支索旗上展示赛事赞助商的广告。
2.2. 参赛船队在参赛船只上投放的船队广告必须取得赛事组委会的同意，所用材料必须是3M 或同等材质的，面积尺寸不得超过：宽度0.6m，长度2.6m。
2.3. 组委会有权拒绝与赛事赞助商或当地广告法相冲突的参赛队广告。 3.1. 比赛对本国和国际水手（船队）开放，参赛队可以是国家队、城市队或俱乐部队。
3.2. 为确保比赛的安全和竞赛组织的需要，组委会可能会在各参赛船上安装帆船追踪设备和发动机行驶记录设备。
3.3. 参赛船队需自备手持VHF 对讲机。
3.4. 每个参赛队可报名6-8 名船员，另外可以报一名领队或教练员；每个船队至少有1 名舵手具有拉力赛的经历、至少有2 名船员具有拉力赛的经历，报名时需提供这3人的航海简历及舵手的资质证明,舵手的资历证明必须是中国海事，CYA,RYA,ASA 等机构认证的资质或其他同等机构认证的资质。 竞赛帆船级别为博纳多First 40 龙骨型帆船。 5.1. 2019 年7 月26 日24:00 报名截止，请在此日期之前，登陆网站：http://www.qdsailing.org 下载填写报名表，并将所有船员护照或身份证扫描件与报名表一并提交至sailingweek_qdya@163.com。

6.4. 竞赛规程23 规定的足额人身意外伤害险证明文件。 7.1. 各参赛队需支付报名费人民币2000 元和器材损坏押金8000 元。
7.2. 报名费和押金等所有费用都应当于报到现场用现金支付。 本次比赛为绕岛赛（长距离赛）和场地赛的综合比赛。 9.1. 日程安排如下：  9.2. 场地赛当天最多进行3 轮比赛。 10.1.组委会统一提供的大约8 条博纳多F40 帆船，报到后于船长会抽签分配。
10.2.比赛结束归还器材后，器材未有任何损坏，器材押金将如数退还。如发现损坏，器材修理所发生的实际费用将从器材押金中扣除，押金数额不足时，需按器材损坏实际金额补交。
10.3.比赛前将由组委会负责对参赛帆船进行统一检查，比赛中组委会可能随时进行丈量抽查。 航行细则将于完成报到手续后分发。 附录2 为本次比赛的场馆示意图。 详见航行细则中的比赛航线图。 14.1. 规则44.1 更改为：两圈旋转惩罚改为一圈旋转惩罚。
14.2. 根据规则70.5 组成的仲裁委员会的裁决是最终裁决。 15.1. 本次比赛的总成绩是绕岛赛（长距离赛）和场地赛成绩相加得出，绕岛赛（长距离赛）双倍积分。如果平分，以绕岛赛（长距离赛）成绩优胜者列前。
15.2.场地赛的计分方法采用RRS 附录A 的低分计分法。至少应完成1 轮比赛方能构成系列赛。
15.3.若场地赛比赛轮次少于５轮，其所有轮次成绩的总和就是总成绩。
15.4.如果场地赛比赛达到５轮或５轮以上，其成绩是除去最差一轮成绩的其它轮次成绩总和。 参赛船应当停放在组委会为其指定的泊位。 未经竞赛委员会的书面认定或同意，不得将参赛船吊出水面。 18.1 在第一轮比赛准备信号和全部比赛结束之间，在船体周围不得使用水下呼吸设备、溶剂释放装置或其他类同的物品。
18.2 青岛奥林匹克帆船中心及其港池入口250 米之内不允许游泳。 比赛期间竞赛委员会官方频道为VHF72，备用频道为VHF77，守听VHF16 频道。 通过参与这项赛事，参赛选手自动授权组织机构和赞助商具备这项权利，在场馆或者在水上从他们抵达场馆直到最终离开，自行决定长期地制作、使用和展览任何影像、音频和视频记录和其它由此制作的复制品，完全无偿。 组委会将为总成绩前三名的队伍颁发奖金。第一名奖金人民币20000 元，第二名10000 元，第三名6000 元（含税）。 22.1.参加本次比赛的运动员对其所承担的风险自行负责。参见竞赛规则4：参赛决定。组办机构对本次赛事前、赛事期间以及赛后所发生的或与之相关的任何物质损失、人身伤亡不承担任何责任。
22.2.所有登船人员必须签署本赛事的《免责声明》。 每个登船人员都需要持有有效的人身意外伤害险，最低保险额度为100 万人民币； 现场注册时要提供保险证明原件和复印件。如果没有保险证明，报到时需现场购买保险。否则不允许参赛。 24.1.比赛期间（8 月9 日至8 月13 日）,入住组委会指定酒店，住宿费用由组委会统一提供。所有房间含早餐，其他餐饮费用自理；住宿标准为双人客房。 25.1.每个参赛队须自带本俱乐部旗或队旗，各参赛队须向组委会提供俱乐部旗、队旗或协会旗一面。
25.2.赛事组委会可能在每条参赛船上安排最多两名记者或体验人员，随船拍摄、采访比赛全过程。船长有责任保证和监督随船记者在船上的工作和安全情况。

Notice of Race

August 9th- 13th 2019
The Organizing Authority is the China Water Sports Administration, Chinese Yachting Association in conjunction with Qingdao Municipal Government, supported by Qingdao Major International Sailing Events (Festivals) Organizing Committee, Qingdao Municipal Bureau of Sports, Qingdao Olympic Sailing City Development Association, Qingdao Yachting Association, Qingdao Tourism Group and Qingdao Administration Center of Sailing Sport, sponsored by xxx 1.1. The regatta will be governed by the rules as defined in The Racing Rules of
Sailing(RRS).
1.2. The rules for the handling of boats will apply, and will also apply to any time
when the boats are on the water.
1.3. Add to RRS 41: (e) help to recover from the water and return on board a crew
member, provided the return on board is at the approximate location of the
recovery.
1.4. The prescriptions of the National or Regional Yachting Association will not
apply.
1.5. If there is a conflict between languages, the English text will take precedence. 2.1. In accordance with World Sailing Regulation 20 (Advertising Code), the race
committee may require all boats to display the event sponsor’s advertising on their hulls and/or on backstay pennants.
2.2. Advertisements of the teams on the racing boats must be approved by the organizing committee. The material of the sticker must be 3M or others with the similar quality and the maximum size shall not be larger than 600mm in heigth and 2600mm in length.
2.3. The organizing committee have the right to refuse the teams’ advertisements
which against the event sponsor or the local advertising laws. 3.1. The regatta is open to native and international sailors (teams), teams can be from cities, nations or clubs.
3.2. A tracker and engine working recorder for each boat may be required by the Organizing Committee, each team should keep it working properly during the race.
3.3. Handhold VHF Radio should be brought by each team.
3.4. For each team, there could be only 6-8 crews on board plus 1 team leader or coach; each team should have 1 experienced skipper who’s capable of offshore racing, at least 2 crews who’s experienced on offshore racing. CVs of the skipper and the 2 crews should be submitted for registration, qualifications or
certificates of the skipper and the 2 crews should be displayed for registration, qualifications or certificates must be from MSA China,CYA, RYA, ASA or from other equal organization. 5.3. The photo and introduction of the skipper, photos and VCR(if possible) with all
crews and the skipper in it, introduction of your team (within 400 words), shall

5.4. Late entries, accompanied by an additional late entry fee of CYN4000.00, may
be accepted at the discretion of the Organizing Committee. Each eligible team shall provide these following documents at registration:

6.4. Proof of personal accident insurance complying with NOR23. 7.1. Each team needs to pay entry fee of CYN2000.00 and equipment deposit of
CYN8,000.
7.2. All the fees, including entry fee and equipment damage deposit, should be paid
in cash at registration. The regatta will consist of round islands races or LDR and course races. 9.1. The schedule is as the following:  9.2. Not more than three Course races are scheduled on course race day. | Equipment and Measurement

10.1. The Organizing Committee will provide about 8 Beneteau first 40s. After the
registration, all teams will make the equipment drawing on the skipper’sbriefing.
10.2. Cash deposit would be returned in full if the boats are undamaged in any way after the Regatta. Otherwise, teams should pay for the repairing of the damaged equipment and the cost of it will be deducted from the equipment deposit. The organizing committee has the right to demand indemnification if the deposit is not sufficient.
10.3. The organizing committee will be responsible for inspecting all boats; ifnecessary a equipment inspection may be taken at any time during racing. The Sailing Instructions will be available after the on-site registration. Appendix 2 is the venue located in Qingdao. Please see the Sailing Instruction. 14.1. Rule 44.1 is changed so that the Two-Turns Penalty is replaced by the One-Turn
Penalty.
14.2. Decision of the jury will be final as provided in rule 70.5. 15.1. The overall scoring will be the round islands/LDR races results plus the course
race results. The score of round islands/LDR will be doubled. If there is tie, round islands races/LDR results will take advance.
15.2. The scoring system for the course races will be the Low Point System of RRS
Appendix A. One race is required to be completed to constitute a series.
15.3. When fewer than five races have been completed, a boat’s series score will be
the total of her race scores.
15.4. When five or more than five races have been completed, a boat’s series score
will be the total of her race scores excluding her worst score. Boats shall be kept in their assigned places in the boat park during the regatta. Boats shall not be hauled out during the regatta except with and according to the
terms of prior written permission of the race committee. | Diving Equipment and Plastic Pools

18.1. Underwater breathing apparatus and plastic pools or their equivalent shall not be used around keel boats between the preparatory signal of the first race and the end of the regatta.
18.2. Swimming inside or within 250 meters from the harbor of Qingdao Olympic Sailing Centre is banned. Race committee official channels is VHF72, reserved channel is VHF 77.listen tochannel VHF16. By participating in this event, competitors automatically grant to the organizing authority and the event sponsors the right, in perpetuity, to make, use, and show, at their discretion, any photography, audio and video recordings, and other reproductions of them made at the venue or on the water from the time of their arrival at the venue, until their final departure, without compensation. The top3 teams will be warded with prizes money( including any local taxs):
First Place: CYN 20,000.00,
Second Place:CYN 10,000.00,
Third Place:CYN 6000.00. 22.1. Competitors participate in the regatta entirely at their own risk. See rule 4, Decision to Race. The organizing authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta.
22.2. All the people on board must sign the Disclaimer of Liability. Each participant must have valid accident insurance with the minimum insurance cover of 1,000,000 RMB per incident. Original insurance document should be displayed during the registration, if not, insurance should be purchased at the registraion. 24.1. Accommodation(double rooms) will be arranged by the organizing authority from 9th-13th,Aug. The accommodation fee will be paid by organizing authority. Meals should be arranged by the teams. 25.1. Each team shall bring a flag of their team/club or their national authorities to the Organizing Committee.
25.2. The Organizing Committee may appoint two journalists or guests on each boat
to take photos and video. Skippers shall be responsible for the safety of the journalists on board and supervise the work of the journalists on board.
